The true purpose is to let people play video slot games that can win them cash. The odds do not appear to be on or near these phone card machines however from what I have been told they are slim to none.

Most State Lawyers claim these machines skirt on the edge with the law. "They are disguised as phone card dispensers, but everyone knows what there real purpose is as I am concerned."

Personally I think You should be able spend your money however You so please but, if the state is not getting there cut in the taxes and revenue from these "gambling devices" they will not be happy.
